1. Preheat the oven to 325 degrees. Grease an 8 x 4-inch bread pan and set aside.
2. In a bowl, combine the flour, sugar, cocoa powder, baking soda, baking powder, and salt.
3. In a separate bowl, whisk together the sour cream, eggs, and oil. Stir in the vanilla. Slowly stir the dry ingredients into the wet ingredients until just combined. Stir in chocolate chips.
